The Little Whale Cove Development is situated south of the Depoe Bay Highway 101 Bridge and is accessible directly off the Pacific Coast Scenic Byway via a turn-out entrance located on the west side of the highway. Little Whale Cove features an extensive pathway system designed for both pedestrian and bicycle uses. One of the highlights of the pathway system is the section built along the basalt cliffs overlooking the Pacific Ocean. This oceanfront trail affords picturesque ocean views of the City of Depoe Bay to the north and the rocky shorelines of the Otter Crest Area to the south. Resting benches are available along the trail positioned for enjoying the ocean scenery and the captivating wave action coming ashore. Also, the pathway system connects to an observation deck built on the top of the basalt cliffs offering excellent vantage points of the rugged coastlines in both directions as well as providing a great place to partake in whale watching activities directly from the shoreline.

Another key attraction of the community pathway system is the boardwalk located on the southeast section of the development. The boardwalk is an elevated wooden walkway system designed for meandering through the old-growth remains of a twelve-acre cedar forest. The raised boardwalk winds through beautiful stands of evergreen trees, over running streams lined with lush ferns, across several small bridges, and even traverses past the site of an old still. One of the boardwalk sections leads to an observation tower, built on the site of an extinct cider cone. The raised boardwalk offers several sitting bench areas positioned for taking in the natural scenery or participating in a moment of personal reflection. The ability to enjoy the tranquility of old growth forests right within the development is still one of the popular aspects drawing people to the development.

The Development is named after a small cove (Little Whale Cove) located within the community. The community pathway system offers two trails leading out to the cove area and the surrounding private beach area composed of small pebbles and coarse sand. The cove is fed by several freshwater streams and also by the ocean on select stormy days when seawater is propelled over the rock ledges fronting the western edge of the cove. A gazebo area has been built overlooking the miniature lagoon setting of the cove and also includes bench seating. Based on the outcome of a lawsuit involving the private property rights of the development in the 1980s, the beach area is now designated as private and available only to the residents of Little Whale Cove.

The Little Whale Cove Development is served by water and sewer services provided by the City of Depoe Bay. Also, electrical and natural gas services are available within the community along with phone, cable television and satellite television services. All of the housing options contained within the Little Whale Cove Development are covered under the Covenants, Conditions and Restrictions recorded against each property by the Developer as well as the zoning rules administered by the City of Depoe Bay. The active governance of the Development and its associated affairs are now handled by the homeowners association with a board of directors elected by the individual property owners.
